Purchasing is an essential governmental and fiscal function of the Orange County Drainage District. The integrity and efficiency of the District’s purchasing process constitute a crucial component of its fiduciary duty to the taxpayers of Orange County, Texas, and the public at large. The District recognizes that even the perception of impropriety threatens the public’s confidence in this political subdivision. Therefore, the District, acting through its Board of Directors and management officials, strives to ensure compliance with a high standard of professional ethics for all who participate in or can influence the purchasing and procurement of goods and services on behalf of the District.
